Guinea: What is the  Coallition "Arc-en-ciél" looking for?

This September 7, at the RPG Headquarters in Mini ère, members of the Coalition "Arc-en-ciel" of the candidate Alpha Condé met to make a statement on the organization of the second round of the presidential election. This meeting comes one day after the return from Ouagadougou of the coalition president,Mr. Alpha Condé.

But in his place, it is Mr. Fall, Chairman of FUDEC, surrounded by few leaders like Dr. Ousmane Kaba of P L U S and Hadja Saran Daraba CDP, among others, who read a statement. Mr. Fall thanked the political parties and coalition members and welcomed the Memorandum of Understanding of the last meeting in Ouagadougou, September 3rd, under the guidance of the mediator, Blaise Compaoré.

The spokesman of the alliance, Mr. Fall said that their Coalition believes that things are moving in the right direction for a free, credible and transparent election. For him, the successful organization of an election depends on taking into account without delay a minimum of suggestions, including the completion of redistributing polling stations, the display in time of the voters list in each polling station and the posting of the voters file on the internet (that is to say on CENI’s website) in accordance with the Electoral Code. This is one of the requirements for a successful election on September 19.

Given the suspicions of manipulation of the computers system in CENI’s Office, the Alliance requests a manual counting of ballots, as provided by Article 162 of the Electoral Code. He indicated that this item was discussed and approved by the mediator during the meeting in Ouagadougou.

"The Alliance believes that the persons occupying the positions of Vice-Presidents, namely Amadou Oury Baldé and Ms Haja Aminata Camara Mame cannot assume the chairmanship of the CENI for the first is member of the U P R, the party allied with RPG and the second is a member of the P U P, the party allied with U F D G.

Mr. Fall said that these points will be forwarded to the high attention of the Chairman of the Transition for a peaceful election.

His Alliance attaches importance to administrative sanction against members of the CENI caught fraudulently concealing “PVs” of five constituencies whose results were cancelled by the Supreme Court.

Mr. Fall also asked the courts to take "an immediate action on the case against members of the CENI that were caught, including El Hadj Boubacar Diallo, head of the electoral operations planning department of the CENI and Ben Sekou Sylla, president of the CENI.

He also denounced the continued presence of persons already disqualified by their reprehensible actions during activities within CENI. This augurs, he has said, new manipulations affecting the transparency of the elections on September 19. He believes that a comprehensive assessment must be prepared for the twenty four recommendations for improving the process.

It looks like the Alliance “arc-en ciel” contains an infinite number of colors that is turning into an infinite number of recommendations that could jeopardize the September 19 elections.

Ethnic clashes erupt in Guinea capital

(Reuters) - Rival gangs fought with knives and truncheons in Guinea's crumbling seaside capital on Friday as ethnic tension worsened before an election in the unstable West African nation, witnesses said.

Security forces in full anti-riot gear piled into the backs of pick-up trucks and deployed across Conakry to separate the fighters as President Alpha Conde's government appealed for calm.

"It has become very bad. People set fire to a car right in front of me. I've seen four people injured in the fighting," said Souleymane Bah, a resident of Bambeto, one of several areas where clashes were reported.
